THE TECHNICAL AND INDUSTRIAL SERVICES DIVISION OF CIFAL
The industrial services division of CIFAL was created in Kazakhstan in 2004 to support its partners in the execution of projects won with the firm’s assistance.
It’s now a technical and industrial services division which covers all the countries in the Russia/Central Asia/Caspian Sea zone, with operational headquarters in Dubai (see organization chart).
CIS works with companies that are anxious to engage a local service provider with a commitment to European standards of quality. Carried out by subsidiaries registered under local laws, these activities are regarded as the “local content” part required by the authorities of various countries.
SOURCING, TRADING AND DISTRIBUTION
These activities are managed by CIFAL FZCO from its base in Dubai (Jebel Ali Free Zone).
Certain contracts may be handled by local subsidiaries of CIFAL to facilitate administrative procedures in relation to imports (customs, payment of VAT on imports, etc.)

HUMAN RESOURCES
CIFAL operates through joint ventures with Groupe MPH (France) in Russia and Kazakhstan.
These companies, registered under local laws, recruit staff and offer their clients access to technical specialists and qualified local and expatriate talent.

LOGISTICAL SUPPORT
CIS provides logistical support for its clients during the commercial development phase as well as during the execution stage of their projects.
This support includes arranging trips for delegations (transport, accommodation, visas, interpreters), organising training, long-term missions of technical or supervisory personnel attached to a project (accommodation, transport, work permits, local contracts for expatriates, etc.)

LOCAL INDUSTRIAL PARTNERSHIPS
The subsidiaries of CIS participate in the preparation of commercial offers for the main clients of CIFAL and help them to find the most suitable local partners for their projects, if necessary negotiating with potential partners on their behalf.
The objective is to optimize the cost of projects and to adhere to “local content” requirements, a key factor in the final evaluation of offers.

LOCAL QUALITY CERTIFICATION (GOST) AND EQUIPMENT SAFETY PERMITS (GGTN)
In Russia, CIS assists its clients in obtaining quality assurance certificates and equipment safety permits within the framework of R-GOST.
The subsidiary CIFAL KAZAKHSTAN administers all the licenses required in Kazakhstan for imported equipment (K-KOST), as well as permits required for the commissioning of installed equipment.

METROLOGY
In Kazakhstan, CIFAL CERTIFICATION performs maintenance and calibration of measuring instruments either on-site or in its own testing labs, eg. temperature, pressure, electricity, gas detection…It is licensed by K-GOST for all of its activities and is capable of obtaining the KIM metrology certificates required for the importation of measuring instruments.

TECHNICAL TRANSLATION AND INTERPRETING
The technical translation department of CIS is ready to assist CIFAL’s clients in the preparation of commercial offers and during the implementation phase of projects.
CIS also manages a network of highly skilled interpreters who are available for short or long term missions in its target countries or to its clients abroad.
