Kazakhstan : new organisation and reinforcement of CIFAL.

CIFAL is engaged in several business lines in Kazakhstan (consulting, commercial support, industrial integration, technical services, human resource management) which are served by different subsidiaries. The separation of decision centers between different cities necessitates a permanent presence as close as possible to our clients and partners in Astana, Almaty, Atyrau and Aksai.

On March 1, 2010, the CIFAL Groupe Representative Office will move from Almaty to Astana. It will be put under the responsibility of Arsène POGOSOV (1) who is joining CIFAL Groupe after having managed its subsidiary MPH-CIFAL KAZAKSTAN in Atyrau. As Director of the Representative Office, he will be in responsible for the general interests of CIFAL Groupe in Kazakhstan, business development, monitoring of clients and partners, and for the successful performance of services provided to our clients. He will work alongside Wladimir GREKOFF, the Kazakhstan representative of AGS, a CIFAL partner company based in Dubai and in which CIFAL controls a stake.

The industrial services branch is based in Almaty under the responsibility of Thierry BINETRUY, Director General of our industrial and technical services subsidiary CIFAL FZCO, established in Dubai. Bibigul MAKANOVA is office manager while Liya KOCHELEVA is responsible for the financial side. Perizat YBRAYEVA is the director of Certification and Metrology, which is the domain of TOO CIFAL KAZAKHSTAN and TOO CIFAL CERTIFICATION. The technical team providing metrology services is based in Aksai under the direction of Muhamedjan MALBAGAROV. The joint venture providing human resources services, TOO MPH-CIFAL KAZAKHSTAN remains established in Atyrau under the operational direction of Assel BABYEVA, who will be able to draw on the CIFAL units in Astana and Almaty as much as necessary.

Richard MASS, in his capacity as member of the Executive Committee (Comex), will oversee the operations of CIFAL in Kazakhstan.

29 years old. Graduate of the Tashkent University of Linguistics and the Toulouse Institute of Political Studies, Ph.D. in Political Science.
From 1996 to 2000, worked for international companies in Uzbekistan, on interpreting and translation missions, and provided technical, commercial and analytical assistance.
From 2000 to 2008, carried out work on behalf of international education and research bodies in France.
Joined CIFAL at the beginning of 2008 as Operations Manager for TOO MPH-CIFAL Kazakhstan, a joint venture providing human resources services, based in Atyrau.
At the start of 2010 he was appointed Director of the Representative Office of CIFAL Groupe in Astana.

He speaks fluent Russian, French and English.
